The centre of reference

The Electronic Data Collection Reference Centre Project is a joint initiative between the Brazilian Government, the United Nations Population Fund and the Governments of Cape Verde and Senegal.

The project aims to promote the use of innovative technologies in conducting general population and housing censuses for the benefit of countries on the African continent.

The methodology developed by Brazil in 2010 for conducting a completely digital census was a pioneering experiment in the use of solutions and practices for collecting and disseminating statistical data.

Thanks to collaboration between the Brazilian Institute of Geography and Statistics (IBGE), Senegal's National Agency for Statistics and Demography (ANSD) and Cape Verde's National Institute of Statistics (INECV), a technical framework to support the implementation of population and housing censuses has been set up for the statistical institutes of several African and Latin American countries.

Our support

The reference centres provide technical support to the National Statistical Institutes in implementing the census mapping phase, preparing the technological infrastructure, data collection, communication and dissemination.

Concepts and technical requirements for census mapping applied to electronic data collection.

Preparing the technological infrastructure

Technical concepts and requirements for setting up the technical infrastructure required for electronic data collection.

Strategies for data collection, monitoring and control using an integrated mobile and web-based device.

Distribution

Concepts, standards and technical requirements for setting up a data distribution system.

About the centre

The trilateral South-South technical cooperation project, Reference Centres on Electronic Data Censorship in Africa, is a platform for the exchange of experiences and the joint implementation of innovative approaches that will enable African statistical centres to strengthen themselves for the next census rounds.

Cooperation with Brazil began around 2010 as part of the preparations for the 2013 general population census, with the aim of participating and supporting their Senegalese counterparts in the preparations. This has enabled Senegal to capitalise on this experience and become a benchmark country.
